Dan Johnston investigates the abuse and neglect of disabled people locked away in institutions across Ukraine. More than 100,000 children and young people live in these facilities, hidden away from society. Human rights investigators say Ukraine should not be allowed to join the EU until it abolishes a care system which institutionalises its most vulnerable people.
